The Candy Cane Base was available for purchase for 90,000 gold from Ronza's Traveling Shoppe during her visit on The Great Winter Hunt '09 event. It refunded for 16,200 gold at the same location.  It returned to the Festive Comet Trapsmith during The Great Winter Hunt 2010 for the same purchase and refund prices. During the Great Winter Hunt 2011, the Festive Comet Trapsmith purchase price was increased to 90,000 gold and 60 Ice Coins, along with a minimum possession of 250 Festive Toy Receipts; the refund price remained 16,200 gold.
