- The Empowered Anchor Charm is sold at Balack's Cove Charm Shoppe and is non-refundable. It can be crafted given the proper ingredients or purchased from the Marketplace. Hunters can also transfer their supplies of the Empowered Anchor Charm using the Give To Friends option.
- It can also be obtained as a result from hunting with an Unstable Charm or Treasure Trawling Charm.
- Loot from Balack the Banished, Davy Jones, Tidal Fisher and Twisted Fiend in Balack's Cove
