Dr. F. Romage is the mysterious figure responsible for bringing Monster mice to life through experimentation with Living Shards. It is not known whether or not the Mutated White, Mutated Grey, and Mutated Brown breeds are also his creations. It is assumed his place of study is somewhere within the Laboratory.
During Halloween 2013, the Brain Extractor Piece used in constructing the Brain Extractor weapon claims to be one of the doctor's inventions.
Trivia
The doctor's first initial and surname spell fromage, the French word for cheese.
