The Warpath Commander's Charm is received upon the successful completion of Waves One, Two and Three in the Fiery Warpath, and occasionally as loot from the Warmonger Mouse. It can also be purchased at the King's Arms Charm Shoppe or King's Cart for 5 King's Credits.
