The Ultimate Spooky Charm cannot be bought. Instead, it used to be obtained by sinking Ghostships in the 2018 Halloween Event.
It can also be obtained through donating, the Marketplace, through the Give To Friends option and through playing the Upgraded Spooky Shuffle.
