It is dropped as loot by the Warmonger, Retired Minotaur, Nachous, The Molten, Monster of the Meteor and by mice at the Sunken City. It can also be obtained as a result from hunting with an Unstable Charm.
It can be obtained from opening a Queso Canyon Grand Tour Treasure Chest.
